The old town gives you the experience: old stone houses, courtyards, views of the castle and the Drino valley—but also stairs, lanes a car cannot enter and low-ceilinged rooms. The new town below has hotels with lifts, parking at the door and full reception hours. For a night as a visitor, up; with small children, heavy luggage or on business, down.
The lanes of the Bazaar and the old quarters are cobbled, narrow and partly pedestrian; most guesthouses tell you where to park below and meet you with the luggage. Ask about parking when you book, not when you arrive—in summer the spaces near the Bazaar are gone by the afternoon.

The new town hotels, yes; in the old town a share of guesthouses close or work by reservation only from November to March. Gjirokastra is among the coldest towns of the south and a stone house without good heating shows it—ask what heating the room has and whether it is included in the price, and read the winter reviews.
Yes—the Blue Eye and Saranda are a day trip, the Kakavija border is close and many visitors from Ioannina sleep a night here. If you will be driving out every day, the new-town hotels with parking are more practical; if you are staying in town, a Bazaar guesthouse.
How many stairs there are from where you leave the car to the room, because in the old town luggage goes up by hand; whether the bathroom is inside the room; whether breakfast is served in the courtyard or indoors; and whether the overnight tax is in the price. Ask for a receipt for every payment.
